Pacificorp — a power company that has customers in California, Oregon and Washington — spent $2 million in the fourth quarter and more than $5 million in total for 2023, making it the fifth largest spender for the year. The company lobbied the Public Utilities Commission throughout the year on several issues, including rates andto construct a substation in Shasta County that was originally submitted nearly a decade ago.

Pacific Gas and Electric, which supplies power to most of Northern California, reported spending more than $1.2 million on lobbying in the fourth quarter, and $3.1 million total in 2023. The utility has been the eighth largest lobbyist employer in the state over the last 18 years, spending more than $36 million on advocacy or an average of $2.4 million per year.
