in the Bissonnet Track in southwest Houston by blocking off streets. But experts and advocates for those in the sex trade argue, while the measure might minimize prostitution in the area, it won’t do much to help some of society’s most vulnerable people.
If the city wants to stop sex trafficking in Houston, officials must provide services starting early, with school-age children, she said. Until systemic issues such as poverty and homelessness are solved and children aging out of foster care have access to better resources, trafficking will continue to be a problem.
But Kellison warned about the differences between sex trafficking and prostitution, both of which happen in the Bissonnet Track. Sex trafficking occurs when a minor is sold for sex, or someone is coerced into selling sex. Prostitution, meanwhile, is when a person is freely selling sex, Kellison said.
