The San Francisco startup spent $1.01 million from April to June, making it its most expensive quarter to date. The e-cigarette lobby also got a boost from tobacco giant Altria, which spent $2.38 million on federal lobbying during the quarter.

McConnell’s bill would update the 1992 Synar amendment, which put the burden on states to pass tobacco laws. The amendment caused many states to pass “bad laws” that failed to effectively control tobacco sales, said University of California, San Francisco medicine professor Stanton Glantz, who is a prominent tobacco researcher and Juul critic. The provision could cause a similar cascade of unenforceable Tobacco 21 state laws, he said.
Juul says it’s increased its lobbying to advocate for raising the purchasing age for all tobacco products, including vaping, to 21, at a federal and state level. “We have grown our team to engage with lawmakers, regulators, public health officials and advocates to drive awareness that Juul exists to help adult smokers switch from combustible cigarettes and is committed to keeping Juul products out of the hands of underage people,” Kwong said.
Earlier this year, the company enlisted the services of Drew Willison from the lobbying firm Oldaker & Willison. Willison previously was chief of staff for former Senate Democratic Leader Harry Reid. Juul also hired Fulcrum Public Affairs, a self-dubbed “100% black and Latinx-owned” lobbying group. Co-founders Oscar Ramirez and Dana Thompson, who are representing Juul’s interests, have ties to the Congressional Black and Hispanic caucuses.
