Alabama lawmakers on Tuesday passed the strictest abortion ban in the country. The move is expected to test whether the Supreme Court's longstanding prohibition on such measures can withstand the addition of President Donald Trump's two nominees, Justices Neil Gorsuch and Brett Kavanaugh.

The law, which now requires the signature of Republican Gov. Kay Ivey, makes it a felony for a doctor to perform and an abortion, punishable by up to 99 years in prison. Attempting to perform an abortion can lead to a sentence of 10 years.

Those who drafted the law expected those challenges, and welcomed them, hoping that the case eventually winds up before the nation's top court. It's a strategy that has been adopted by a number of other state legislatures. Many of those efforts have culminated in so-called "heartbeat" bills that ban abortions after six weeks, a time-frame so restrictive that critics say it effectively bans abortions for most people seeking them. This year, Georgia, Kentucky, Mississippi and Ohio have passed such legislation, though none of the laws has taken effect yet.
