But Thursday’s split ruling by a three-judge panel of the 11th U.S. Circuit Court of Appeals said Walker’s decision “does not withstand examination.”

In his March 2022 ruling, Walker found that “every single challenged provision has a disparate impact on Black voters in some way.” In her dissent, Jill Pryor said Walker, in a “thorough and well-reasoned order, committed no reversible error.” But William Pryor wrote that “the Supreme Court has warned against conflating discrimination on the basis of party affiliation with discrimination on the basis of race.”
