“It could be indeed that Turkey’s and Azerbaijan’s current military drills in Nakhchivan are ratcheting up that tension with Tehran,” says Matthew Bryza, the former US ambassador to Azerbaijan and a senior fellow at the Atlantic Council. That route is not operational yet. “These current military drills may be intended as a way to use military activity as a diplomatic tool with Armenia as well,” Bryza views, referring to Turkey-Azerbaijan efforts to make the route operational. But he is also not sure for certain on the ultimate aims of the drills.
