Philip William Frase was arrested in Yreka, Calif., on Feb. 6 by Siskiyou County Sheriff's Office investigators, the agencyOn July 15, 2005, Joseph, 56, a cafe owner from Fort Jones, Calif., went missing from her home. Three days later, her partially clothed body was found floating in the Klamath River by a kayaker, nearly 30 miles north of her home. An autopsy ruled the death a homicide as a result of blunt force trauma and asphyxia.

No arrests were made in the case until five years later, in 2010, when Frase, also a Fort Jones resident, was arrested on suspicion of Joseph's kidnapping and murder. Police said at the time that new witness statements led to the arrest, and that Joseph and Frase had been"business associates." They also alleged that Frase was a cannabis cultivator who had killed another man, for which he served a prison sentence after pleading guilty to voluntary manslaughter.

The charges in the Joseph killing, however, did not stick due to lack of evidence, and Frase was released by the Siskoyou County District Attorney without being charged in 2012. Nine years later, in 2021, a cold case team was set up in Siskiyou County to prioritize numerous unsolved cases using advancements in forensic technology. The team re-submitted evidence in the Joseph killing to the Department of Justice which"produced compelling results connecting Frase to the killing of Patricia," authorities said.
