Major league rules instituted this season require hitters to be"alert to the pitcher" before the eight-second mark on the clock, which runs for 15 seconds with nobody on base and 20 seconds with runners on. That rule stands regardless of where the pitcher is. By the same token, the pitcher must begin his motion to deliver the pitch before the clock expires.
