MCALLEN, Texas—The spread of Covid-19’s Delta variant is further straining an already fragile network of border cities, private shelters and churches tasked with testing theThe Border Patrol has said it would take too much time to test migrants in their brief custody, and they don’t have the resources.
The need to maintain social distancing inside these facilities is upending the way migrant shelters have operated for years. The situation grew so dire last month in this stretch of South Texas that the Catholic Charities Humanitarian Respite Center in McAllen, which services the busiest section of the border, was forced to turn some migrants away because it had reached capacity.
The city of McAllen, which had been quarantining Covid-positive migrants in hotels, erected a tent camp in a sprawling park abutting the Rio Grande where it could move its testing operation instead. Migrants who tested positive there were moved to a large, air conditioned tent where they were given blankets and required to remain for 10 days. At its peak earlier this month, the park was holding 1,500 quarantining migrants.
