The proposal California offered Tuesday makes no significant concessions to demands from its neighbors — asserting higher priority senior water rights to the largest share of the river.
SACRAMENTO, Calif. — After months of behind-the-scenes negotiations, California has an answer to six other western states sharing the Colorado River: Get lost.
The Interior Department, which asked the states to come up with a joint plan to reduce use by roughly 30 percent, is expected to impose cuts as early as this summer. Decisions taken by California in this most sensitive of battles could one day hurt Gov. Gavin Newsom if he runs for president and needs political support in Nevada and Arizona, two battleground states.
Their plan relies on a new tool to preserve some water for Arizona and Nevada users by accounting for evaporation and leaks along the river as it flows downstream to California.
