The 1994 ban on semi-automatic rifles and high-capacity magazines marked arguably the biggest win for the gun control movement in U.S. history. But that legislation expired in 2004, and Biden has become inextricably linked to failed efforts at reviving gun control measures in the years since. McConaughey, a native of Uvalde, said he was a proponent of the Second Amendment and responsible gun ownership. He called for what he described as bipartisan proposals, specifically red flag laws, stronger background checks, and raising the minimum age to purchase an AR-style rifle to 21.
