“The growing ownership of Texas land by some foreign entities is highly disturbing and raises red flags for many Texans,” said Kolkhorst, whose Senate District includes parts of northwest Harris, Fort Bend, Montgomery and Waller counties. Kolkhorst completely rewrote the legislation twice. First, she made sure the bill would not affect any legal permanent residents. Then she retooled the legislation so that it only applied to agricultural land, oil and gas land, timberland or mining land purchased by citizens or businesses from the four nations.
Even if the intent was to go after the Chinese government or the North Korean government, Whitmire said the result is creating more suspicion of people of Asian descent based on their appearance, and because many people can't separate the actions of the Chinese government from those of its citizens.State Rep. Gene Wu, a Houston Democrat whose family is from China, said the changes Kolkhorst made to the bill didn't dispel the major problems he had with it.
