A number of residents objected to the new thoroughfare plan, saying they fear it will encourage more growth and development in the swiftly growing city.

Mike Luckey approaches the podium during the public comment portion of the Boerne City Council's meeting on Tuesday, April 11.BOERNE — The Boerne City Council has approved a controversial and much-debated plan to guide how new roads will be built in the swiftly growing Hill Country city.

Council members Tuesday night unanimously approved the new version of the city's thoroughfare plan. The vote came after months of public meetings and opposition from residents who say they are worried their land will be taken to build new roads. Some also accused the City Council of encouraging growth and development, which they say will detract from Boerne’s small-town character.

City leaders say the thoroughfare plan needed to be revised and updated to ensure new residential and commercial developments will connect more seamlessly with existing roadways. Although a planning document created by the city shows some potential routes for new roads, City Council members have insisted the"lines on the map" are theoretical and that no roads will be built unless those properties are sold for development.“Most importantly for residents to know, it is not a planning tool for and it does not plan for the building of highways — that is a function of TxDOT,” documents on the the city’s website say.

That hasn't reassured residents who own property along the potential roadway sites. Some of them say city leaders have plans for more and larger roads to deal with Boerne's swift growth.Linda Bannister, center, listens as Lisa Sellick speaks at Boerne City Hall on Tuesday, April 11.
