There were not enough council members present
The latter alternative has stirred up a debate between renters and landlords.
On the opposite side of the argument is landlord Joseph Raso, who said the proposal gives all landlords a bad rap and that the city needs more housing rather than a landlord-tenant ordinance. The proposal was designed to encourage landlords and tenants to resolve their own disputes, said Deputy City Attorney Simon Silva.
A process that lays out exactly how the City Attorney’s Office plans to handle these issues is unclear, said Councilmember Steve Padilla.
