Internal Auditor Carolyn Smith resigned in November after Board President Jennifer Adair told her to stop a survey on building conditions.

“The driving decision in my departure was my concern with auditor interference when the board president instructed me to stop an audit,” Smith told The Dispatch recently. “It was a directive, which I complied with, and that led me to have concerns of, ‘Is this going to be the norm?’”The Dispatch had requested all email correspondence between Smith and board members from July 2022 to January 2023. The provided documents show discussion — and pushback — about Smith's survey.

Just 20 minutes before Adair directed Smith to stop the survey, she sent an Oct. 6 email to every board member and OAPSE leadership, apologizing for"the unintentional feeling of disrespect" the survey had garnered,"in particular our OAPSE partners." Adair said the email correspondence pausing the survey fell under attorney-client privilege because she had ordered the investigation into whether any professional auditing standards had been violated in the survey.
