NEW DELHI—For many countries, battling the new coronavirus means closing borders to foreigners and then containing the spread at home. India and some other developing nations face another big challenge: what do to about a huge population of their own citizens working and studying overseas.
Allowing citizens to rush home would risk spreading the illness—and halt the flow of money they send to their families, which many economies depend on.
