The transcript of their discussion below was aired Thursday on WNYC’s "All Things Considered" and has been lightly edited for clarity:Josh Goldfein: With winter approaching, is housing migrants in massive tent structures the best option right now… or ever? Earlier this week, the mayor indicated that his plan wouldn't comply with the city’s right-to-shelter mandate. He said that the asylum crisis and the court decree requiring the city to provide a bed to anybody who needs it are separate issues. Does your organization agree with that? Is your organization considering taking legal action?
