FBI pledges to change its practices after report raised concerns about agents using pictures of female support staff in sex trafficking investigations.
In a report made public Monday, Inspector Generalfound there was no FBI policy requiring special agents"to obtain written informed consent" from support staff when using their pictures as bait online. The FBI accepted Horowitz's recommendations that a formal policy be put in place.
The support staff"are not certified undercover employees or certified online covert employees," Horowitz noted. The report does not specify how widespread the practice was, and does not accuse the agents of using the photographs against the employees' will or without their knowledge.
