They’ve earned another term and the opportunity to keep building momentum.
The incumbents have gained crucial experience. The district has moved forward with a plan to repurpose schools, a painful but necessary step to dig out of debt and better serve students. Voters last year approved ato build new facilities and pay off previous debt. Trustees have also been working, under a Texas Education Agency conservator, to correct deep governance problems. It’s an arrangement that narrowly saved the district from a TEA takeover.
Texas Education Commissioner Mike Morath appointed Judy Castleberry, a former executive director of the Education Service Center’s Region 20, as Harlandale’s conservator in February 2020 after a TEA investigation concluded the board had violated the Open Meetings Act and was largely dysfunctional.In District 5, we again recommend Limon, a retired substitute teacher who was elected in 2019. Limon told us she wants to find a way to increase teacher pay to address low morale.
In District 6, we again recommend Anaya-Ortiz, an administrative support specialist with the federal government who told us about how closing schools hit the community in the heart, yet the decision was necessary for the district to continue serving students. In District 7, we recommend Moreno, a South San ISD assistant principal. We didn’t recommend him in 2019, but it’s clear he’s an asset to the district. He understands the political and local dynamics at play in the challenges that plague Harlandale, and he’s committed to finding solutions, even when they are politically difficult.
