From the Editorial Board: Certain phrases cause alarm bells to ring. When it comes to the Chicago Public Schools, “soft accountability” is one of them.

Thought not. Some nouns are better not being modified by an adjective designed to compromise their power. And accountability is one of them. According to several reports, Easton went on to say that the new CPS system evokes “using a flashlight, not a hammer. The flashlight is to help us find that place where some support can help and it’s not a hammer … that you’re a bad school because you’re serving kids from impoverished and disenfranchised and disinvested neighborhoods.”
And the more disadvantaged the kid, the less empowered the parent or grandparent — and the more important that question becomes. It is the nature of bureaucracies to abhor the kind of clarity that threatens their ongoing existence and this sure looks like a danger here. When you are reporting 25 criteria about a school, it becomes easier to obstruct what could be a perfectly simple story of failure.
