Opinion: FBI returns seized cash to Los Angeles mom, but victims of civil forfeiture remain
The process allows the government to seize and permanently keep assets without convicting anyone of a crime. Many civil forfeiture targets never even face arrest or allegations of wrongdoing.
People complain about government waste, but civil forfeiture works with machinelike efficiency. Money comes in and does not go out. Once civil forfeiture ends, participating agencies keep up to 100% of the proceeds for themselves. The result is a perverse financial incentive, encouraging aggressive law enforcement.
