Fearing impact on CDCs, Cleveland Neighborhood Progress opposes People’s Budget charter amendment

January 24, 2023.CLEVELAND, Ohio -- Cleveland Neighborhood Progress opposes Issue 38, the proposed People’s Budget charter amendment on the Nov. 7 ballot that would let residents decide how to spend a portion of Cleveland’s annual budget.

For its part, CNP says it is against Issue 38 because it would reduce the work CDCs do with taxpayer money, related to housing, economic development and neighborhood revitalization. In CNP’s view, it would also make it more difficult to connect CDCs and residents with “resources their neighborhoods need.”

The People’s Budget charter amendment would require city officials to redirect the equivalent of 2% of the general fund each year to projects selected by residents. Based on this year’s budget, that sum would be around $14 million. City officials would be the ones to decide where the money for PB would come from.

The proposed People’s Budget amendment would require deep engagement with residents about what kinds of city investments they want to see in their neighborhoods. But CNP, in their statement, said that kind of engagement is exactly what CDCs already do. Molly Martin, campaign manager for the People’s Budget amendment, said CNP’s argument about community engagement falls short:

“The Issue 38 campaign for a People’s Budget is about building a stronger local government— one that does not continue to cede power to corporate interests at the expense of Cleveland workers and residents,” Martin said. “We hope that institutions such as CNP will speak out against future public subsidies to wealthy sports owners and real estate developers whose interests continue to reduce services and programs that benefit residents.
