The Paycheck Protection Program is part of the CARES Act COVID-19 funding package that aids small businesses impacted by the pandemic with forgivable loans. The program has issued more than $634.4 billion in loans. The Justice Department has since been pursuing PPP fraud cases, including a recent one in Houston, involving a hair extension entrepreneur who sought more then $4 million in loans. A jury determined her applications were fraudulent.

Kinlock and Garza falsified documents that showed income that was never received but qualified their clients for self-employed PPP loans, court documents show. As part of the loan application process, Kinlock required each client to execute a contract in which they agreed to share the proceeds of their PPP loan with him. The contracts were sent to Kinlock's home in Orlando from the Houston Division of the Southern District of Texas.

"The PPP loan was enacted during a significant crisis and it's unfortunate that individuals took advantage of the money intended for the American public and used it for personal gain," Ramsey Covington, the special agent in charge of IRS-Criminal Investigation's Houston Field Office, said. Kinlock added how his conviction has caused him shame because it inhibits his ability to take care of his 11-year-old son.
