The state’s investor-owned gas utilities have pointed to a confluence of reasons, including abnormally cold weather that caused Californians to crank up their heating units. The hearing came one day after Gov. Gavin Newsom asked federal regulators to investigate what’s driving high natural gas prices and examine if the gas market is being manipulated.the chairman of the Federal Energy Regulatory Commission — the agency that oversees transmission and wholesale sale of electricity and natural gas in interstate commerce — Newsom said cold weather and other factors “cannot explain the extent and longevity of the price spike.
“Moving forward, as the state does decarbonize, storage facilities are likely to be relied upon more for gas customers and electric generators at peak times,” said Mark Pocta, program manager for the Public Advocates Office, which is the independent arm of the CPUC on behalf of consumers.
