He gave no reason for blocking the aid.
He said he met unofficially with Giuliani in New York and in Warsaw last year; other accounts put the New York meeting earlier this year, but he insisted it was January of last year. The Warsaw meeting was in March, he said. But U.S. and European officials had demanded Shokin’s ouster as part of a crackdown on widespread corruption in the former Soviet republic.
