NEW YORK — Government bureaucracy and a bidding war between wealthy and poorer hospitals is complicating the response to the coronavirus pandemic, and some warn it's putting low-income patients in further jeopardy.

As of mid-April, 93,000 medical professionals had signed up for New York’s reserve health care workforce, according to the governor’s office. Of those, 81,000 had been vetted and 12,000 had been “connected,” but not necessarily deployed. The numbers include 6,000 registered nurses, 1,200 physicians, 630 physician assistants, 580 respiratory therapists and 450 nurse practitioners.

Baer signed up for the medical reserve in mid-March and sought to volunteer at the Manhattan-based municipal hospital after seeing it wanted pediatricians on March 25. She received instructions to show up at the front door of the hospital on March 27, but two days before her first day, Health + Hospitals called to ask her to consider Lincoln Hospital or Elmhurst Hospitals — two of its high-need facilities.
