The city is working to address concerns about the potential impacts of the Fifth Avenue closure to bus routes and emergency vehicles.
Plans to create a seven-block pedestrian plaza in the Gaslamp Quarter got a key unanimous approval from a City Council committee Wednesday — the first-ever vote by city officials on the long-awaited project.
“We’ve come up with some mitigation measures that we think will assist in the rerouting,” said Duncan Hughes, deputy director of the city’s Transportation Department. Regarding emergency vehicle access, Hughes said the Gaslamp Quarter Association will be required to keep a 20-foot-wide emergency access lane up and down Fifth Avenue for such vehicles. In addition, some removable bollards that will cordon off the new plaza will be marked for quick removal in an emergency.
Bicycles and scooters are allowed, but scooters are limited to a maximum speed of 5 mph by a technology called geofencing. The city hopes eventually to add street furniture, public art, trees, murals and possibly outdoor entertainment venues. Officials say it will be similar to the Third Street Promenade in Santa Monica and many public squares in Europe.
