New York Gov. Andrew Cuomo proposed a new state law to specifically penalize domestic terrorism. The proposal would create a new charge for any person who kills in a mass attack on the basis of race, religion, creed or sexual orientation.
During a speech in Manhattan, Mr. Cuomo said the mass shootings in El Paso, Texas, Pittsburgh and Orlando, Fla.—where gunmen chose their targets based on ethnicity, religion and sexual orientation—should be thought of in the same way as the Sept.
