The increases in funding for state-supported and state-owned colleges and universities is modest but keeps those institutions whole as federal COVID-19 aid disappears.
Gov. Josh Shapiro wants to rethink Pennsylvania’s higher education system to move away from colleges competing for state dollars to a system that provides a comprehensive and meaningful plan for reform.The budget proposes a more than $60 million increase in funding for all state-owned and state-supported post-secondary institutions.
It includes an $11 million increase for the 10 State System of Higher Education universities – or $10 million less than the system requested, bringing its total appropriation to $563.5 million. It proposes a $17.2 million increase for Penn State, for a total appropriation of $259.3 million; $11 million for Pitt, for a total of $165.8 million; $11.2 million for Temple University, for a total of $169.2 million; and $1.1 million more for Lincoln University, for a total of $16.2 million.
It further provides $5.1 million for community colleges above its current $256.5 million; and almost $400,000 more for Thaddeus Stevens College of Technology, which would bring its appropriation to nearly $20 million.Shapiro said this investment in higher education will help keep the state-aided colleges and universities whole as federal COVID-19 aid disappears.
“As enrollment declines and questions about the value of a college degree persist, it’s on us to once and for all have an honest dialogue about higher education in Pennsylvania,” Shapiro said in his budget address.He is calling on Acting Education Secretary Khalid Mumin to begin a conversation with college and university presidents to arrive at a comprehensive plan for higher education for him to present to the General Assembly next year.This idea is not new.
