Rodriguez, who makes $73,000 annually, was named in the lawsuit, which is pending before the Texas Abbott's move is unprecedented, at least in recent Texas history, and sparks an unusual constitutional debate about separation of powers, according to Joshua Blank, director of research for the non-partisan Texas Politics Project at the University of Texas at Austin.
