While it's impossible for certain Thrawn trilogy characters to appear, the Mandoverse shows have introduced many new characters that can fill their roles from the Legends continuity.
8 Rukh Rukh was Thrawn's Noghri bodyguard in Legends, who later betrayed and killed the Grand Admiral for what the Empire did to his people. He made his canon debut in Rebels season 4, assigned by Thrawn to hunt down the Ghost crew on Lothol, where he was killed in the series finale. Star Wars characters are known to return from the dead, so Rukh could be revealed to be alive, horribly scarred, and seeking revenge against Zeb Orrelios.
5 Boba Fett Thanks to The Book of Boba Fett, Tatooine's bounty hunter turned crime lord is the perfect canon replacement for Karrde. Both characters took over Jabba's territory after he died in Return of the Jedi, meaning Boba could use his resources to help the New Republic as Karrde did in the Thrawn trilogy. Since the Heir to the Empire movie will build off The Mandalorian and Ahsoka, it makes sense for every Mandoverse show to contribute to the Thrawn trilogy's canon adaptation.
