A memorial featuring photos, candles, and flowers has been set up at the accident scene where 23-year-old Tina TIntor died after allegedly being slammed into by a speeding, drunk Henry Ruggs.
Officials say the 23-year-old and her dog were unable to escape ... and burned inside the car before help could save them.
