In the Philippine president’s war on drugs, authorities reject accusations of excessive force, while families of the dead are organizing for justice
MANILA, Philippines—Kateleen Ulpina was 3 years old when she was caught in an exchange of gunfire between her father and police after they burst into the family’s home wearing unmarked, dark clothing.
When the raid was over, the girl and her father, Renato Ulpina, lay face down on the sidewalk outside the house. They had fallen as he tried to escape with her onto the roof from an upstairs window, according to witnesses and police documents. Mr. Ulpina died at the scene from gunshot wounds.
