e that turned out to have grave consequences.While serving at Holloman Air Force Base in New Mexico, Kelley was court-martialed for assaulting his wife and his 11-month-old stepson and seriously injuring the child in 2011. He pleaded guilty.
Because he'd been convicted of domestic violence, Kelley was barred by federal law from purchasing a firearm. But the Air Force didn't submit Kelley's information to the database. As a result, he had no difficulty arming himself. After military investigators found probable cause that Kelley had assaulted his wife and stepson, his fingerprints should have been put in the database. The Air Force had another chance to do so after he pleaded guilty at court-martial — and another when he began serving a jail sentence.
