NEW: Homeland Security Secretary Kirstjen Nielsen asks for authority to send young migrants back home, citing a 'system-wide meltdown.'

“Now we face a system-wide meltdown,” Nielsen wrote in a letter obtained by ABC News.together, including young children, until their asylum claims are processed.

The secretary’s request underscores the unprecedented spike of children and families arriving at the U.S.-Mexico border in recent months. The Department of Homeland Security has been pressuring the Office of Management and Budget for emergency funds and is urgently looking at reprogramming to deal with urgent humanitarian needs, according to a source familiar with the department's thinking.
