Los Angeles Wildlife District: A blessing to environment and critters or a burden to homeowners? Depends on who you ask

Among other proposed rules, the ordinance calls for fences that don’t harm large mammals such as fencing that uses spikes or glass and instead allow small creatures to pass through; tinted windows that help to prevent birds from flying into them; no grading on anything steeper than a 45% angle; no house heights greater than 45 feet; and the use of native trees and plants.
Former City Council District Councilmember Paul Koretz initiated the effort to strengthen development requirements in hillside habitats. The cause is now being carried forward by District 5 Councilmember Katy Yaroslavsky and District 4 Councilmember Nithya Raman, whose districts encompass most of the targeted hills that stretch from Sherman Oaks in the San Fernando Valley to the Westside and Hollywood Hills.
Some homeowners are displeased with how their council representatives brought the plan forward. Several residents expressed frustration that notice of Tuesday’s PLUM hearing was posted on a Friday before a three-day weekend.
