Video surveillance showed a man approaching William Michael Blackwell, 31, of Middletown, from behind before shooting him repeatedly on a Williamsport street.
A tall, thin Black male got out of a car parked on Boyd Street and approached Blackwell from behind. He pulled a handgun and fired several shots into Blackwell who fell to the ground.
Rogers was prohibited from possessing a firearm because of a 2010 drug possession conviction, they said. Police have not disclosed if the homicide is related to an Oct. 29, 2015, shooting near Park Avenue and Grier Street in which Blackwell was charged.
