The special session ended less than a day after it started and resulted in the House rejecting a homestead exemption bill — a blow to Lt. Gov. Dan Patrick, who was confident the bill would pass.
PUBLISHED 8:41 AM CDT May 31, 2023AUSTIN, Texas — Lt. Gov. Dan Patrick played a game of chicken with the Texas House over a property tax package on Tuesday and lost, as Speaker Dade Phelan chose to gavel out the special session rather than consider the Senate’s proposed homestead exemption bill.
Such a maneuver would be stunning, in and of itself, but it also clashed with Patrick’s narrative of how well he and the governor were in lockstep. Patrick went to great lengths on Tuesday morning to say he and Abbott had worked closely together on issues such as electric grid reliability, that Phelan rarely had reached out to meet with him during the last two years and that the House was not run efficiently.
“This should be easy,” Patrick said in his closing remarks during a session wrap-up conversation at the Texas Public Policy Foundation. “It’s three Republican leaders. It should be easy. I shouldn’t need to take Tylenol three times a day. It should be easy.” Patrick stopped short of saying Phelan was promoting appraisal caps simply to benefit himself. What Patrick could say, he told reporters on Tuesday morning, was that appraisal caps would keep down rents for Phelan’s properties.
