The hearing took place against the backdrop of a tense relationship between the two countries, after the U.S. shot down a Chinese spy balloon, has warned China against sending weapons to Russia and amid rising tensions over Taiwan's self-governance.

"I simply don't think that it's possible to mitigate in a credible way against that threat," Pottinger said.
