Several concessions were made on and off record to Freedom Caucus holdouts during last week’s speaker election.

Rep. Chip Roy, R-Austin, a vocal member of the anti-McCarthy coalition who led negotiations, repeatedly referenced rule changes proposed by the caucus inShortly after he and 13 others flipped their votes to support McCarthy on Friday, Roy said he believed the framework they were developing would “change this institution in meaningful ways.” He added many of the provisions would allow members to hold McCarthy accountable down the line and empower individuals.

He explained some of the provisions would allow any single or small group of members to “hold a lot of people hostage” and serve as a constant threat to McCarthy’s speakership considering the slim majority and divisions in the party. On the House floor Monday night Rep. Michael Burgess, R-Pilot Point, another Texan with a lengthy history on the Rules Committee, spoke in favor of the rules package. He later dispelled concerns that it would reduce the role of the speaker and said “more members will be involved and that’s a good thing.”Restore a single member’s ability to motion to vacate. This would allow any member to call for a vote of no confidence in the speaker and attempt to replace them.

Require the House to vote on motions to waive germaneness for an amendment, which makes attaching different subjects to bills more difficult.
