'If parents want to chastise their children by using corporal punishment, that is their prerogative,' Rep. Alma Allen said. 'But I think when other people do it, particularly in a school setting...I think that is harmful.'
The Texas House rejected a bill to ban corporal punishment in public schools.
Rep. Alma Allen, D-Houston, said she has been trying to get the proposal through the Legislature for almost two decades. Allen's While many school districts in Texas have banned corporal punishment, some have maintained the practice, Allen said. Children should find schools to be a place to learn and feel comfortable, and not identify campuses as a place to get physically punished, she said. But for some Republican lawmakers, keeping the disciplinary option on the books is OK as long as parents agree with its administration.
"Corporal punishment, appropriately is a good thing, and kids do need to fear leadership," Toth said. "I ask respectfully that we adhere to that in our schools."
