A new study finds the the vast majority of the state’s unhoused residents state lived here before becoming homeless.

Contrary to the oft-spouted belief that California’s temperate climate and supposedly generous social services make it a magnet for the country’s homeless people, a comprehensive new study finds the vast majority of the state’s unhoused residents lived here before losing their housing.

The goal of the report was to take a systematic approach to understanding the causes of homelessness and potential solutions instead of relying on the emotional responses the crisis can trigger, said study author Dr. Margot Kushel, director of the university’s Benioff Homelessness and Housing Initiative.

“Folks think people are coming from out of state and other places to California to get services, and it’s just not what the data shows us,” said Tomiquia Moss, founder and chief executive of All Home, a regional nonprofit that advocates for homelessness solutions. Ian Hunt, of Berkeley, hangs out in an abandoned tractor at People’s Park in Berkeley, Calif., on Wednesday, June 22, 2023. Hunt formerly lived in the park and recently obtained housing nearby. He’s originally from Maine.

Building significantly more low-income housing is one of the top policy recommendations in the academic study, along with boosting mental health care, drug counseling and other services for homeless residents.
