President Joe Biden's behind-the-scenes negotiating style has helped defuse other labor strikes before they happened. But the autoworkers' strike is forcing a new approach.

For Biden, the tried-and-tested formula for defusing labor disputes has included back-channel negotiations that kept the pressure on companies to make concessions to workers, along with his agencies’ efforts to make it easier for employees to organize and his own frequent public praise for labor activists.

“The White House is having trouble a little bit,” said one Democratic labor strategist Thursday, who was granted anonymity to speak frankly about a sensitive issue. “But I also think that the [union] leadership doesn’t necessarily know what they want or isn’t necessarily giving clear indications to people of what they want them to be doing.”

Biden was personally involved, according to a White House official who was granted anonymity to describe private discussions. The president told his aides, “no relenting,” and pushed them to keep working with both sides to “get the rail workers what they needed,” the person added. “The moment that mushroom cloud hit the sky is the moment that people started really paying attention to the railroads,” said Jared Cassity, alternate national legislative director for SMART-TD, the largest of the rail unions.
