HAVANA — The eye of newly formed Hurricane Fiona neared Puerto Rico’s south coast Sunday — already causing an island-wide power blackout and threatening to dump “historic” levels of rain.

Fiona threatened to dump up to 16 inches of rain in parts of Puerto Rico on Saturday as forecasters placed the U.S. territory under a hurricane watch and people braced for potential landslides, severe flooding and power outages.
Puerto Rico’s largest public hospital was running on generators and at some centers, those had failed. Health Secretary Carlos Mellado said crews were working to repair generators as soon as possible at the Comprehensive Cancer Center. Officials reported several road closures across the island as trees and small landslides blocked access.
