The 4th Congressional District is one of two districts in the state drawn to elect a Hispanic candidate to Congress. However, Lopez has an uphill battle when it comes to defeating Garcia in the primary. Despite a lackluster performance in the 2023 mayoral race, Garcia has a strong support system and political organization within his district.
Lopez ran a tough-on-crime platform during his bid for mayor, criticizing the high rate of police leaving the force during the Lightfoot administration. He frequently went against the agenda of former Mayor Lori Lightfoot, who was also regarded as one of Chicago's most progressive mayors. Lopez opposed the city's employee vaccine mandate and frequently spoke out against Lightfoot's handling of the rioting and looting stemming from protests in the summer of 2020.
Some of Chicago’s largest unions, including the Chicago Teachers Union and the Service Employees International Union and its affiliates, are likely to back Garcia, according to the Chicago Sun-Times.
