The city of Independence will pay nearly $1 million to a former police officer to settle a retaliation lawsuit.CLEVELAND, Ohio— The city of Independence will pay a retired police officer nearly $1 million to settle a lawsuit that accused top city officials of retaliating against him for mistakenly believing he gave a local television reporter information about orders requiring officers to issue more traffic tickets.

A city spokeswoman, Alla Lora, said the lawsuit was filed against a prior mayoral administration and that all officials named in the lawsuit— Mayor Anthony Togliatti, Police Chief Michael Kilbane — have since retired. The city’s law director, Gregory O’Brien, continues to work in his capacity for the city.said in a statement that Mazzola internally opposed the ticket quota because he believed it was wrong, but he was not the officer who leaked the information.

The following month, Kilbane sent Mazzola a letter that said officers were underperforming. Mazzola pushed back after attending training in which a speaker called such quotas unethical, according to court records.
