L.A. finalizes its anti-camping law, setting the stage for vote-by-vote enforcement

The law now heads to Mayor Eric Garcetti's desk for his signature. How heavily it will be enforced is far from clear.

The Los Angeles City Council gave final approval on Wednesday to a measure outlawing camping around parks, libraries and other facilities, over objections from critics who said it would punish people for living on the streets.

Under the proposed ordinance, enforcement of anti-camping laws cannot take place until the City Council has reviewed the location and given the go-ahead. Depending on the size of an encampment, the process of providing services and clearing an area could take up to four months, City Administrative Officer Matt Szabo said in his report.

“People want housing. They do not want warehousing, they don’t want shelter. They want housing,” he said.
