Los Angeles City Council votes to ban homeless encampments near schools and day care facilities, citing plea from LAUSD Superintendent Alberto Carvalho.

The proposed amendment, and existing law, also got pushback from incoming council member Eunisses Hernandez, who beat incumbent council member Gil Cedillo in an election upset and now represents Council District 1, which includes Pico Union, Chinatown, Lincoln Heights, Highland Park, Elysian Park and Mount Washington.

Several council members pointed to the support from Carvalho on Tuesday before casting votes in favor of the amendment, saying that it is an effort to create “safe passage” for students walking to and from schools and day care facilities. During the recess, about a hundred people stayed in the council chambers and conducted a “people’s public comment” session in which several shared stories about being homeless and struggling to get sheltered or housed. Others spoke against the proposed law, with some saying that enforcement measures make it harder for those dealing with substance use disorders to recover, often disrupting their efforts.

“What we witnessed here this morning, unfortunately, was really an attempt to try to keep us from taking this vote,” she said.
