Dozens of workers attended Tuesday night's City Council meeting to support of the deal
La Mesa will require project labor agreements favoring local unions for all city construction projects with budgets exceeding $1 million.
A project labor agreement — or PLA — is a contractual agreement mandating that contractors and subcontractors use unionized labor for construction projects. PLAs establish guidelines for wages, safety rules, working conditions, local hiring practices and apprenticeship or training programs.and at or under budget.
Dozens of union members and representatives — including several who spoke during public comments — cheered as the motion was approved Tuesday night.
