The Lake County Commissioners took steps Wednesday to ensure they have the final say on purchases made outside of the bid or request for proposal process.
The body unanimously approved a resolution naming the president of the board of commissioners as the county purchasing agent. Commissioner Michael Repay, D-Hammond, is currently the president.
That purchase was authorized by the county’s purchasing agent, Brenda Koselke, who reviews county purchases made outside of the bid or request for proposal process for compliance with state law. As the sole authorized user of how commissary funds are spent, Martinezin an interview with the Post-Tribune that he was following the rules of the county handbook when requesting the purchase order.
The switch will not impact Koselke’s job and she will still perform all of the day-to-day tasks associated with the position, but Repay, as president of the board, will confirm purchases made outside of the normal bid and RFP processes are done in compliance with the law and follow the direction of the board of commissioners.
The Oracle accounting system the county is now using makes the approval process much easier and he does not anticipate any delays in issuing complaint purchase orders as needed, Repay said. Most purchases can be reviewed and approved electronically. Martinez said the Indiana Supreme Court had made it clear after the sheriff sued commissioners over purchasing and operation of the jail that the body had no authority over the sheriff’s ability to run his department.
